When you use your Visa Signature card to book a car and pay the full price of the rental, you are covered by this insurance. To access this coverage you must decline the Collision Damage Waiver (CDW/LDW) or similar coverage offered by the car rental company in its rental agreement.

I called and confirmed and received a benefits letter from Visa, specifically stating Ireland is covered. Also I emailed the letter in regards to my Budget reservation and have an email confirming they will accept the letter and allow me to decline CDW (2,000E hold on the CC though). You can't call Chase and have them confirm the coverage.
